In different places around the World, is very common to find in our days, agency and participation models in the design of public policies. In this sen se, community participation in training, designing, implement and evaluate projects, programs and policies in their communities is now one way to increase cooperation in all society sectors. This dynamic, could help to explain why creation of normative rules to define functions, objectives ant strategies is an essential effort today. This work analyzes the establishment of Social Development General Law in Mexico, to study how civil society groups contribute in their design and the role such normative structure provides them to promote development.
