Abstract

Objective: to study the implementation of the land-use planning and urban development within the Democratic Planning National System framework in the Mexican national development plans. Methodology: such plans hermeneutical review with the reference of a theoretical framework on democratic planning. Results: three periods of incorporation of democratic planning are observed with different but insufficient implementations in all cases. Limitations: the analysis only considers the plans, not their effective implementation. Value: the intersection and transformation of land-use planning and urban development, on the democratic planning are studied in seven successive plans. Conclusions: the implementation has limitations, requiring a greater institutionalization of democratic planning.
