The institutional framework of labour relations in Mexico has undergone significant changes recently. Some of the more relevant are implementing a policy to recover minimum wages, ratification of ILO Convention 98, and comprehensive labour reform. To which extent can this labour reform modify labour relations in Mexico? Will the workers be able to exercise their rights to freedom of association and collective bargaining without fear of reprisals?

This article addresses these questions. Based upon an analysis of recent labour movement cases and labour reform implications, a theoretical framework and an outline for further research are offered for discussion.
