Abstract

The internationalization of higher education has increasingly gained prominence in scientific and educational policies with the intensification of globalization. This article analyzes the internationalization policy for graduate studies in Brazil during the last 30 years, initially in a diffuse way, and since 2005 in a systematic way, and their inscription in the framework of the national plans for Graduate Studies and other documents issued by the Coordination for the Improvement of the Higher Education Staff (in Portuguese Coordenação de Aperfeiçoamento de Pessoal de Nível Superior, CAPES). Once the policy’s intervention strategies have been identified, the paper analyzes their effects through a case study of the Postgraduate Program in Sciences (Biochemistry) at the Federal University of Paraná. Three dimensions of internationalization in the 2013-2016 period were examined: faculty training and mobility, scientific production and the formation of international research networks, the latter estimated through co-authored publications with researchers from other countries. The methodology combined qualitative analysis of documents and the review of data contained in the Sucupira and Lattes Platforms.
