The goal of this article is to study the electoral law of the state of Guerrero, in what concerns the proportional representation formula, comparing it with the national standards. The authors analyze the distribution of legislative seats through the principle of proportional representation in order t o determine the extent to which the rules of Electoral Code of the state of Guerrero get close to real proportionality. They explain that Guerrero has a mixed system, which tries to compensate and correct the over- and under-representation derived from the majority principle. The study concludes that the Code of Guerrero is not precise and is obscure in some of its parts, circumstance which created conflicts in the distribution of seats through the principle of proportional representation, during the Guerrero elections of 2002.
