Abstract

In the present article the author presents a reflection on the evolution of human security as one of the contemporary priorities of the State. The essay discusses several issues on the importance or priority that must be recognized to personal security in relation, for example, to state security. As part of her findings, the author shows the different positions that some states like Canada, Chile, Japan and Mexico have assumed on this matter, ranging from an active recognition and protection of the right to personal security, to the negation of such right.
