The article analyzes critically, the discipline of The Civil Responsibility Institute included in the new Brazilian biosecurity law, proposing that its scope, in the form objectively compounded, is broadened in order to ensure that it develops an effective deterrent role, capable of preventing the practice of harmful behaviors.
