Abstract

The regulation and telecommunications policies in the North America region which will study the cases of two countries have many common elements that are defined by the processes of liberalization, globalization and technological convergence, as well as the need to protect certain social rights, including the universal service. In this issue we focus on cases in the United States and Canada. It was addressed in a new job if the third country belonging to this region: Mexico. This article will review the legal framework, policies and regulation of telecommunications in these two countries, to draw clear differences and similarities, as countries belonging to a same zone economic and geographic.
