Abstract

This article part of some theoretical suppositions as the distinction between constituent power and constituted powers, that no organ of power has unlimited faculties and only possess those that the Constitution indicates, that cannot exist uncontrolled organs of power, and to conclude that a constitutional court only can control a constitutional reform in material and formal aspects if the own Constitution attribute this competition. The essay proposes the formulation of an analysis about the harmony between the constitutional reform and the fundamental law, in that case it is convenient previously consults the constitutional court.
