Abstract

RABELL GARCIA, Enrique. State Reform and Constitutional Reform. Bol. Mex. Der. Comp. [online]. 2009, vol.42, n.126, pp.1429-1461. ISSN 2448-4873.

The study shows the limits and consequences of implementing a state reform in Mexico. The comparative, historic, politic and legal analyses demonstrate that a profound state reform through the promulgation of an important constitutional reform has failed. On the contrary, the incremental model which introduces partial changes has been a constant.
