Abstract

The conservation of biodiversity and, in particular, that which needs to be carried out in situ, demands a strong anchorage with the territory, whose management is, in Mexico, the competence of the municipalities. However, the powers that, for that purpose, have explicitly been assigned to municipal governments in the general laws on the matter, issued by the federal congress, have been very limited. Nevertheless, the normative autonomy, constitutionally recognized to the municipalities, embodies an interesting area of opportunity for the inclusion of biodiversity conservation in the regulations of the municipalities.
