Abstract

Although Mexico is a democratic State in which, constitutionally, it is foreseen that public security is a state function, the problems in this area have been worrisome, so this article raises the need and the possibility that such a problem be addressed from the citizen’s position and not exclusively from the governmental one. The foregoing in order to show that the lato sensu democratic trial in its non-state aspect is an alternative solution, since in the research that made this work possible it was found that the citizen is the sovereign entity and main actor in a democratic state and this indicates that it has the possibility to intervene and participate to help solve the aforementioned phenomenon, which can even become a civic duty when the State has failed or has been deficient in fulfilling that public function. The analysis and development were carried out under the case study method with analysis and interpretation of statistics on the problem in Mexico without omitting the legal method with respect to the relevant regulations.
