Abstract

This article discusses the case of the industrial development of Queretaro, Mexico, which by being aligned to the interests of direct foreign investment has created an innovative milieu that has arisen in the border areas of this state. In this industrial region, assembly sections of global supply chains have been set up, generating weak links with the local productive infrastructure, high school and college institutions, and public research centers. Coupling and detachment between these social actors account for tensions between two levels that coexist in border areas: one global and the other local. This imposes rhythms and spaces of action by operating with different and sometimes incompatible resources and logics.
