The article points and highlights that Spain successes made in a very fast pace deals with the acceleration of modernization process due to two strenghts. Firts, the big and courageous effort of its people to go ahead. Second, the generous aid made by the European Economic Community and then by the European Union. This special situation puts the country in a decisive momentum to push a new relationship between Latin America and the European Union. But for this, it is urgent that Spain government increases their dedication to promote it. In doing this, Spain will win power and prestige in the core of the European Union, just when the last one leads and conducts a new and deep enlargement to build a firm community.
