Currently, there is a noteworthy debate in the social sciences on the importance of social capital as a factor gearing toward greater participation in the public sphere. This article is intended to generate discussion on the Robert Putnam’s findings regarding the statement that social capital is not enough in the generation of participation and there must be included other factors such as the interest, discussion and understanding about policies as well as the subjective competence and knowledge about the citizens’ rights and duties. It is important to underline that besides the involvement in associations, where social capital comes out; these values also depend on other spheres of socialization such as schools and jobs.
