The central hypothesis of the work it is to highlight the formation of ethical value is not a trade or management issue, it is based on the study of ethics, as it provides core values to encourage the social behavior and institutional performance on the basis that societies need honest behaviors that encourage legality, responsibility and a sense of belonging to community life. In this sense, the focus of the work is more normative and explanatory, considering that this is a matter which falls within the meaning of state life and community life to create an atmosphere of trust and better institutional certainty.
