Abstract

The objective of this article is to show that public policies are rational processes that incorporate data and "objective" evidence to address a problematic situation in society. Therefore, the vicissitudes of the underlying logic and of the political-institutional context imply that public policies are not mechanical processes of the mid-end type, of automatic execution, in which the decision in the formulation phase is or should be which will give meaning to the ontology of public policies. On the contrary, public policies are a complex interconnection of processes in which public problems are constantly redefined, reinvented and reoriented towards their solution.
