The purpose of this document is to provide elements for discussion concerning the protection of cultural heritage, as the responsibility of the different levels of federal, state and municipal governments as well as civil society organizations and all civil society, from the perspective of participatory democracy as an essential element in shaping regional and municipal development plans in different states, which can strengthen and enrich the cultural heritage. That coupled with the cultural wealth of peoples and communities is a key factor in achieving sustainable development. In this sense one can speak of connecting interests of social groups with cultural programs, but how to engage civil society in the protection, conservation and promotion of cultural heritage, how to promote agreements that guarantee the participation of state governments, municipalities and organized society in the defense and preservation of cultural heritage, so that contributes to the cultural shaping of public policies in force in the cultural field?, especially under the influence of the phenomenon of globalization of world economies and technological advancement. To address the complexity of linking all the elements which contribute, and achieve the fundamental purpose, systemic approach to General Systems Theory (GST) is used.
