Abstract

The main aim of this paper is to identify aspects that should be addressed in regional and urban development policy. The paper does this by indicating the principal structural problems and the effect that economic globalization has on economic development within the country, at both sectorial and regional level, in addition to the effect of the main policies applied recently in this regard.

On the basis of the trends and problems, this paper sets out strategic alignments, policies, actions and instruments, highlighting the need to modify institutional aspects, particularly the law on planning and the creation of local development agencies. These suggestions are all proposed in the form of a territorial approach which also integrates the spatial and environmental aspects of economic development.
