This article explores the unequal way in which rulings with a gender perspective-a necessary element of the precise application of laws and international treaties aimed at women being able to lead a life free of violence-are uneven in university campuses. A paradoxical process unfolds: on the one hand, protocols are increased, but on the other, there is a low association between the active constitutionality and conventionality blocks and the measures the federal judicial branch proposes and the course of action stipulated in said protocols, as shown by the study of the protocols enacted by 56 higher education institutions (private or public). The article documents the way higher education institutions can improve the way they address gender violence through an understanding of the scope of conventionality control in order to comply with the Higher Education Law reform. This 2021 reform states that higher education institutions, with the support of the appropriate authorities, shall encourage the necessary measures to prevent and address all kinds and forms of violence, specifically gender violence, and protect the physical, social and mental wellbeing of their students and staff.
