Abstract

Over the whole history of higher secondary education we can find discussions about essential aspects such as the meaning of this education domain, the curricular contents, the teaching methodologies, the theoretical bases and whether the contents must been defined as a continuation of basic education, as prerequisite for professional studies or as a preparation for the labor market. If we analyse carefully the original documents that contain the arguments about changes in curricula, it is easy to see that although the emphasis is put on academic arguments, those are tied to policies dictated by the current governments in conjunctural moments. The policies that have been implemented can be classified as: a boost to the secular nature of education, connexion between education and the productive sector, expansion of the service capacity, and, since a few years, policies related to globalization. In this article the author deals with all of them except the last one.
