Starting from an analysis of the last two decades’context, the author centres his interpretation on the policies about higher education defined by the consecutive governments of President Salinas de Gortari (1988-1994) and Zedillo Ponce de León (1994-2000). The second part of the study proposes a first systematization of the political trends defined by Vicente Fox’ federal government during his administration (2001-2006).
