The promotion of ITCs should not be limited to the design of methodologies for assisted education, the responsibility of technology is too vast so as to limit its impact on communities in which they act with specific education programs. In Latin America, the boom of ITCs on education is observed within the fostering of international policies focused on such purpose, basically for distance education in towns that still lack education; goals set are compared with indicators of progress in Latin America and the situation of distance programs is analyzed. Finally, recommendations are issued in order to try to guide the exercise of teachers and administrative staff.
