The measurement of the scientific work is inscribed into a process of four basic components: the entrance of resources, its transformation, its exit and the impact of its outcomes. Official statistics takes care of measurement of the entrances to the process of scientific and technological production, whereas bibliometrics is in charge of measuring the scientific outcomes and thus is directly related to the productivity of the university researchers. In the new dynamic of internationalization of the scientific work both methods are in debate; in addition bibliometrics goes through the discussion of t its origins, methods and technical limits. The objective of this article is to present the most signiicant elements about this debate and the traits that, nowadays, define bibliometrics in a worldwide level and in the Mexican case.
