An interpretation about the complex perceptions and representations of the public Mexican university under transformations observed in the last forty years. We testify a new Mexican paradox: in spite of those public federal policies orientated towards the evaluation and accreditation to improve the quality and the performance of public higher education, and of multiple reforms experienced on several public universities on this time, a persistent distrust exists around the potentials and contributions of the public universities to the scientific development, the economic growth and the social well-being. This distrust expresses the expansion of the top private education, elite universities or consolidated, as well as the anarchic growth of the small and medium establishments of the sector.
