Abstract

This work addresses some considerations on the relevance of the continuation of Strategic Planning, implemented in Mexico through the Institutional Strengthening Integral Program (PIFI, acronym in Spanish) since early this century. According to Birnbaum, PIFIcould be considered a fad, and as such, its life cycle is already passed and thus it is due for reviewing. This paper takes on and adds to some of Robert Birnbaum's conclusions on the inadequacy of mechanisms and procedures imported from business and government and implemented in universities, for these are organizations with diverging means and ends, and what is good for some is not necessarily good for others.
