The Mexican wind energy policy is supported by international development organizations that encouraged governments to adopt a series of technical and financial mechanisms to integrate renewable energy into the national electric system. In this article, we are interested in analyzing the design of Mexican wind energy policy and the conflicts related to its implementation in national territory. To achieve this, we will base our analysis on case studies of two regions of the country: the southern part of the Isthmus of Tehuantepec -one of the windiest areas in the world- and the Yucatan peninsula. Both cases demonstrate the shortcomings of wind power policies that are too sectorial, technology-dependent, and lacking policies such as environmental policy, which generate conflict with local populations.
