Abstract

As an alternative to conventional methods of measurement, we undertook an evaluation of the development of Oaxaca, during the period from 1995 to 2000, showing a joint perspective of state and municipal functioning, using three indicators of development: human development Índex (idh) with gross domestic product per capita (idhp); idh with services (idhs) and gender-related idh (idg); an inequality estimator (1-InQidhp), estimating the Gini coeffi-cient on idhp (InQidhp) and another quality indicator, measuring the effectiveness with which Oaxaca and its municipalities use their income to ensure better development, contrasting idhs with income. The results show relative progress; state idhp grew 6.2% (while idhs grew 7.89%), which was lower than the national rate and that achieved by other states; significant gender equality; ineffectiveness in using income for human development (hd) and unfair distribution of the latter among municipalities.
