Abstract

Fighting international terrorism without affecting the principles of coexistence and the social agreement among nations is one of the challenges of contemporary States. Though the situation of national security policies changed drastically within and outside the United States of America after the terrorist attacks against the World Trade Center in 2001, this issue demands attention because terrorism still affects peaceful relation between States, regardless of their political systems or internal structures; becoming one of the reasons why the Western world has split and why there has not been general agreement in how to prevent it. According to normative political theory, it is necessary to address this phenomenon by understanding it as a social and political fact of global reach, and analyzing it according to its nature, features, goals, scope, and effects. It is concluded that, despite the complexity of terrorism, it should be addressed from an intersection between what is rational and what is reasonable, so it is possible to find points of agreement and new perspectives for peaceful coexistence among nations.
