Abstract

The 35 sister-cities agreements of Oaxaca de Juárez and Guanajuato capital do not automatically lead into a useful paradiplomatic activity for the citizens. The specialized literature has marginalized four core components in the management of a beneficial internationalization of municipalities: visibility, functionality, rationality, and institutionalization. Through a model based on the four components, questionnaires were submitted to both municipalities through the National Transparency Platform. The end goal of such was to assess the visibility, functionality, rationality, and the institutionalization dimensions for the 35 of international sister-cities agreements signed by both Mexican municipalities. Results suggest an insufficient visibility of the sister-cities agreements, a precarious functionality, a questionable rationality in the selection of the sister-city’ agreements, and a scarce institutionalization and follow-up for most international sister-cities agreements in which both Mexican capitals take part.
