This essay examines current conditions in Mexico in order to determine the advisability of a reform of the institutional framework of the water sector. To this end, various variables are identified that are thought to influence hydraulic policy. These are classified into exogenous or endogenous factors and their influence on the reform experienced by the sector during the past decade is evaluated. The author reviews the evolution of these variables and estimates the effect they would currently have on decision-makers’ evaluation of a possible institutional change on the basis of the transaction and opportunity costs the latter would provide.
