This article analyzes the air pollution control mechanisms at the Valley of Mexico Metropolitan Zone (ZMVM). For that reason, the public policy cycle is used to ex amine the Program to Improve Air Quality (Proaire), in terms of its proposed measures and actions. Afterward, the limitations in its design and implementation are identified. Finally, the conclusions of the analysis are presented.
