A substantive component of the quality of democracy is the availability of public justifications of political decisions and the exercise of government. This argument is developed based on a deliberative conception of democracy. The article demonstrates that the notion of public accountability offers a sturdier conception of democratic legitimacy than the one that emerges from a procedural-aggregate position. Based on the normative perspective introduced by this notion, it examines the deliberative approach's contributions for dealing with the challenges of democratic politics and analyzes the performance of Mexico's system of electoral governance in the 2006 electoral process.
