Abstract

Starting from the disagreement between Germany and the United States over the war in Iraq as a case study, this article seeks to demonstrate that political culture variables must be acknowledge in investigations that focus upon recurring conflicts among allies. On one level this calls for a re-incorporation of history and culture into analyses of international conflict. On another, it concludes that significant heterogeneity in the political cultures of Germany and the United States, because deeply rooted in their respective histories, precludes a gradual dying out of sustantive differences -even with a further “Americanization” of Germany- and foretells the likelihood of periodic conflicts in the future.
