Abstract

This essay discusses the process of change in electoral institutions in Mexico City after the 1993 reforms, from the perspective of originating peoples. In a context of heightened centralization of power seeking mediating institutions, whether public, have failed, either by inaction or by centralizing the penetration of political parties that maintain patronage networks. Faced with this situation originating peoples have a remarkable difference in terms of political participation, but his political situation is marginal, however, allow us to look differently at a critical juncture in the process of democratic transition.
