Public policy and programmes for housing renovation are factors that have had direct impact on the construction of the residency in the the historic centre of Mexico City's inner popular habitat. In this document are revised the housing policies in order to identify the factors that have contributed to or have violated the right of the people to remain in their living space. The conclusion is the importance of the breakdown of such policies and the importance of social mobilization as a factor of permanence.
