This paper demonstrate that the growth and strength of the Baja California Higher Education System (SEES) between 2000 and 2010, is mainly an outcome of the public higher education institutions effort toward the quality consolidation through the organizational change and the public accountability of the educational programs. The universidad Autonoma de Baja California (UABC) experience is very useful case study to probe it.
