This article explores the debate on transboundary watersheds and the social construction of risks. The situation of shared resources and risks is discussed in the case of the transboundary Grijalva River watershed, which crosses both Mexico and Guatemala. Hydrometeorological-related disasters have not been addressed through comprehensive water management-a cross-border perspective is absent and a frontier mentality predominates-which increases vulnerability and risks when it comes to disasters. The article recommends a critical transboundary vision that includes involving local actors as an option for overcoming state-centrism.
