Abstract

This article examines the possibilities of dialogue between the Courts and representative institutions (Congress and the Executive branch). First, it describes new forms of communication between Congress and the Courts, according to how diverse elements vary. Second, it describes the possibilities of dialogue between Congress and the Executive. Third, it develops the "structural reform litigation" for non-dialectic interchange. Fourth, it criticizes existing forms of communication and proposes a new model that will give Congress the last institutional word.
