Abstract

In global post-industrial capitalism, the expectations of reducing distances between different social groups, families and countries seem almost impossible to achieve since social insecurity factors have multiplied. Nowadays the consensus seems to be that economic growth is incompatible with social equity. This study deals with the origin of the present social insecurity and the challenges facing social protection systems. It holds that the dominant theoretical perspective on social protection in both developed countries and Latin America is a crucial factor preventing social development.
