Abstract

The purpose of this article is to analyze the reform process in Cuba, begun in 2009, from a perspective called policy studies, which focuses on the political dimension of public policies and policy change. It is assumed that policies are the expression of a political-institutional framework: politics as a process that shapes policies. The argument is that reforms are accompanied by a permanent tension between changes at the policy level, without disrupting the logic of politics that characterizes the decision-making level of the spheres of power.
