Abstract

This article analyzes the strategy used by a faction to maintain political and administrative control in a local government in Mexico City. This strategy includes practices that we group under the term extractive economy of public management. Such practices promote personal enrichment and the formation and consolidation of territorial clientelistic networks. Combining ethnographic research, newspaper monitoring and geostatistical analysis of electoral behavior in that local jurisdiction during the last decade, the article investigates how this local government is configured in the context of a conflict between political factions and high electoral competitiveness.
