Abstract

The Mexican federal government headed by president Andrés Manuel Lopez Obrador has changed the country’s social policy, following an ideal centered on the vulnerable population, synthetized in the slogan “The poor first”. This article analyzes that social policy, examining its details both in the normative and in the practical spheres. It concludes that the gaps, contradictions and insufficiencies of that policy have led to an increase in poverty, which means that its central slogan has not yet materialized.
