This paper reviews the technical underpinnings that hinder intertemporal comparison of the values of the CONAPO marginalization index (MI), as well as solutions proposed by other researchers, finding that the suggested transformations require discarding some desirable properties of the MI, for example the optimality of weightings or the standardization of variables. The contribution of this paper is the development of an index sensitive to changes in marginalization over time, but respecting the mi’s properties. The definition of the concept of “absolute marginalization” allows us to rescale marginalization values and to state them in an absolute framework that facilitates the direct interpretation of their temporal evolution. The proposed technique is applied to the case of the Mexican states, although it is valid for any other level of territorial disaggregation, as well as for the CONEVAL social backwardness index.
