Abstract

This article has as main objective to look at the way in which the level of municipal government acts on "small disasters" associated with natural phenomena whose consequences does not go beyond the municipal level. Takes as a starting point the event occurred the early morning of June 30, 2006 at the delegation Santiago Miltepec, Toluca, when during an intense rainfall, large blocks of rock that fell off the slopes of the Hill the Barrigón, affected homes located in the piedmont of the hill. This case as others similar, allows us to observe the distance that exists between the population and the SINAPROC at different organizational levels as well as the gap between the different governmental bodies that affect the organization of the territory and disaster prevention.
