Abstract

Upon the administrative decentralization of hydro-agricultural infrastructure, irrigation users’ associations were established both in Mexico and other countries. The objective of this research was to evaluate the administrative effectiveness of two Associations of Users of Agricultural Producers (AUAP) during 2011-2017 through financial indicators and by contrasting it with the principles of adequacy of the World Bank and the in force national regulations. Although module IV-3 was found to be more administrative effective than module I-3, both modules showed violations of the national regulations. The National Water Commission (Conagua, from its Spanish acronym) did not execute sanctions. This indicates the presence of informal and/or clientelist arrangements, risking the sustainability of the modules, which in turn do not comply with the principles of the World Bank. This work provides evidence regarding the administration of the AUAP which have not been evaluated at the national level thus far.
