Abstract

MONTES DE OCA BARRERA, Laura Beatriz. Percepción social de las reformas constitucionales sobre los derechos de los pueblos indígenas: México y Ecuador. Perf. latinoam. [online]. 2006, vol.13, n.27, pp.107-139. ISSN 0188-7653.

This paper analyzes, in a comparative way, the social perceptions and the politic impact of last years' indigenous constitutional reforms in Mexico and Ecuador. These perceptions and impact differ because in Mexico constitutional reform has been seen as a failure but in Ecuador it has been seen as an achievement. To analyze these cases we compare legislative processes, constitutional products, and reactions of civil society. The outcome of this investigation indicates that whether there are distinctions between each reform, to understand the disapprobation /approbation perceptions we also have to analyze issues of political environment and conformation of indigenous social capital.
