Abstract

This article analyzes the role of municipalities in the recognition of foreign migrants in the province of Santiago de Chile. From a theoretical argument that links migration, rights and recognition, and critical analysis of literature that has addressed the State’s role in its local and subnational levels, in addressing migration issues, systematizes the actions taken by local governments of the province of Santiago during the period 1990-2015. It is concluded that there is a low institutionalization of migration policy, with negative consequences on the orientation of its priorities in the areas of intervention, production and recognition of rights.
