Abstract

The negotiations of the European Union-Cuba Political Dialogue and Cooperation Agreement, starting in 2014, were the result of the new political model (NPM) created by both partners. This model distanced itself from the Common Position (1996). Using the institutional-historical approach, we analyze the official documents, the interviews with experts, and several secondary sources, in order to identify the institutional change in the EU-Cuba relationship. Further, the article analyzes the elements that enticed the signing of the first EU-Cuba agreement between 2008 and 2019, and it proves that the npm encouraged the signing and provisional implementation of the Agreement in order to reinforce the welfare of the Cuban people and the transformation of Cuba’s economy.
