Abstract

This article describes research carried out in order to know if there is a discriminatory impact by covid-19 on Afro-American communities of Ecuador and what corresponds to the state to do, taking into account the needs and demands of this ethnic group. Quantitative data from the National Institute of Statistics and Census and the Civil Registry was triangulated with qualitative data from qualified informants on the rights to life, health, education, communication and information, work, adequate standard of living and security in males and females. Afro-Americans were found to begin in a state of discrimination with respect to all rights evaluated, and this state of affairs is significantly enlarged in the context of covid-19. However, in a state of rule of rights, it is essential that the state perform concrete efforts to repair the historic and new discriminatory injustices.
